That is because afflicted sentient beings lack blessings and wisdom. The simplest things become difficult in their hands. Even those with blessings and wisdom dare not try. This, of course, reflects an imperfection in blessings and wisdom.
Once these are perfected, there will be no difficulties. The Buddha has Ten Powers, Four Types of Fearlessness, and Eighteen Distinctive Characteristics; nothing is difficult to him.
